displaying the American Flag

How are you supposed to know when the American flag is to be flown at half mast? it's my understanding that the governor, or president, are the only ones who can order the flags to flown at half mast. Is this true?

On a daily basis, it would be a great public service if the Record-Journal would take leadership on this and show the proper ways, and methods, the flag is to displayed.
